A Skype survey said:
Almost half of those questioned said they knew that they could make cheap phone calls via the net using so-called voice over IP (Voip) technology.
Other operators are also looking to reduce prices and encourage consumers onto VoIP.
A sea change? or is this purely a cost driven exercise? If so why are Telcos not responding in other ways?

UNlike an analogue phone - buy a handset for £4.99 and a bt contract and you're up and running, VoIP still has an auora of mystique (and implied cost - PC, router, whatever) about it that will slow down take up in the medium term, but become a non-issue longer term. Telco's are under such tight margin pressure that even recent results from Ofcoms recent twiddling mean that ubiquitous low/negligible cost VoIP for all is a little while away yet.
Call me a cynic if you like! (you always used to!)
